An experienced telecommunications and digital infrastructure leader with more than 25 years in Asia, Bill Barney has been an advocate for regulatory and industry change and a major proponent of Cloud Computing and Open networks. Over his career, he has built teams achieving industry-leading growth rates in EBITDA and revenue. Founder and Chairman of Asian Century Equity, Bill was earlier Founder and CEO of Turbidite, CEO and Chairman of Global Cloud Xchange, CEO of Reliance Communications, CEO of Pacnet and held leadership roles at MCI Worldcom, Global One and AT&T. His industry recognitions include Pacific Telecommunications Council’s Richard J. Barber Distinguished Service Award (2023), Data Cloud Asia’s Data Center Achievement Award (2017), CommsDay’s Best APAC CEO (2009) and Telecom Asia’s CEO of the Year (2008). Bill received his MBA from Columbia University and BA from Wesleyan University.

Chris brings over a decade of experience in sales and business development to his new role. Prior to joining Modularity, Chris served as Chief Commercial Officer at Guam Exchange, where he spearheaded initiatives that significantly enhanced the company’s market position. Earlier Chris held key leadership roles including Head of Sales at Turbidite and Vice President of Sales at Global Cloud Xchange (GCX), where he led the US Hyperscale and Enterprise teams, driving substantial revenue growth on a global scale. Chris began his career as an award-winning Sales Director at Pacnet, specializing in subsea cable infrastructure.
Chris holds a Bachelor of Science in Business Management from Virginia Tech and dual MBAs from Columbia University and London Business School.

With over 25 years of experience, Alan Rand is a seasoned executive in modular construction, with a solid track record in project management, negotiations and business planning. As founder of American Manufactured Structures and Services (AMSS), Alan specializes in designing and building modular data center with unparalleled expertise. Previously, he directed federal projects globally for Kullman Buildings Corp, managing complex initiatives in challenging environments. Earlier as President of WatchIT, one of the first streaming video players on the market, Alan was honored with two Telly awards, five Axiem awards and an Invision Award. He also served as a technology research analyst at Anderson & Strudwick and program manager at the US State Department. Alan has an MBA from George Washington University and a BS in Mechanical Engineering from the University of Virginia.
